Try the firmware from http://www.pioneerfaq.info, it WORKS!

After apply the new firmware, power on the player and hold the ENTER button on the remote until it shuts down. Power on again and your player is now ALL CODE.

Tested on US Region 1 player get from BB.

Upgraded region 2 dvd player to full regionfree NTSC/PAL playback, using windows 7 and usb infrared dongle.

From winlirc.sourceforge.net download latest version, winlirc 0.9.
Files for usb dongle depend on the actual hardware used. From irdroid.com downloaded inf-driver.zip and irtoy.dll files for Irdroid usb dongle.
In the Pioneer DV575A section of videohelp.com find KyriacosMETAL's thread. Copy from "# Make your Pioneer" to "end remote". Open notepad or Wordpad, paste the selected lines into a new document and save it as pioneer.conf or pioneer.cf, be sure it is a plain text file. Put all these files in the same folder, extract the inf-driver.zip contents.

After connecting the Irdroid usb dongle it will be detected in the Device Manager as "unknown". Right-click on properties, select Update driver, browse to the inf-driver folder, select ok. If there is a warning message, ignore it and will eventually get a "successfully updated" message. Device manager should now show it as a Communications port. Check its number in Device manager, typically it should be COM3 or COM4.

First time running winlirc 0.9 should get an error message about configuration, click ok, and the Setup window opens. Set "input plugin" to IRToy.dll, click "Plugin setup" and input the COM number from before. Run winlirc again and now it should show the main window. For "Remote Configs" browse to the pioneer.cf configuration file's location, click OK. In the main Winlirc window, set "remote" = pioneer and "code" = region.

Turn the Pioneer player ON. Have the IRdroid nearby – it shouldn't matter if the blue LED is on or off. Press "Send Code" in the Winlirc main window. The Pioneer player should turn itself off when it receives the IR signal. When turned back on it will be region free.
If nothing happens, try restarting windows, then running Winlirc again.
