Afa quality, you can improve on default settings via Project Settings => Video. Change Normal to Best. Also press Advanced Button and change DC precision from default 8 to 10. If the output bit rate is going to average under 5000 kbit then you may be better off using another tool or increasing the output size to allow more bits.
It's a good program to have in the toolbox. A good implementation that's still useful today. Unfortunately it looks like 1307 is the last version.
