This post has been updated with a link to "Download OpusTools 1.5.2". Unfortunately that's not accurate. The official site does contain the libopus 1.5.2 source code but does not contatin the desired Windows binaries usually associated with OpusTools. Fortunately this video help site still hosts the most up to date Windows binaries that I know of in the archive link. Click on the Download OpusTools old versions (archive) to download opus-tools.2023.12.11 (v1.4+9). If anyone knows where or how to create new Windows binaries from the 1.5.2 source file that would be helpful. Please post a link.

LosslessCut is a great crossplatform FFmpeg GUI file splitter that handles Opus files. It is available on github. For Linux, LosslessCut uses AppImage which is simple to install.
move or copy the downloaded LosslessCut-linux-x86_64.AppImage file to /home/bin
make executable (Properties > permissions)
make sure the filename extension is case changed to lowercase like this: LosslessCut-linux-x86_64.appimage
And it's ready to go.

The ffmpeg command to combine all files in a directory was cropped in the original post.
FFmpeg command to compbine Opus files in a directory:
ffmpeg -f concat -safe 0 -i
