    1) Can decode AVC(H.264) as well as MPEG-2.

    2) Have a TV out.

    3) Have DVR capability.


    Something like this only with AVC decoder.

    Those cards were popular when cpu's and video cards were struggling with DVD playback. (Look at the OS for that card in the link).

    Decoding now is performed by the cpu and/or gpu. No special cards are needed.

  3. Get a graphics card with h.264/MPEG2 decoding (and use a player that supports DXVA) and TV out. Use a capture card for DVR.

    That would probably be the best option. But honestly I am trying to find a way to spend less than $100 and get high quality video to my TV from my PC. I've looked at multiple ways to do this, and no one way is exactly what I want. Here is what I mean:

    I have an older P4 2.8 with a JC474 motherboard. It only has PCI-e(x1) and PCI slots. I also only have a 230 watt PSU, and I am using intergrated graphics. So, a modern video card, a capture card, and a new PSU will run me at least 250$ And if I did buy all that, some people say I may have "bottleneck" issues with high bitrate 1080 playback with a PCI graphics card( I've looked at PCI-e X1 video cards and none are fanless, which is what I want)

    I can playback video clips of 720p right now with MPC home cinema and use about 40% - 60% of the CPU. I haven't tried a true 1080 file yet. It seems to be a bit of an overkill to buy all that stuff when I can play what I want on my PC and I just want to get it to my TV. Sorry, not trying to discredit your opinions or anything, I'm just working on a budget.

    I would be very open to other ideas that might fit what I am looking for. I what I am looking for doesn't exist, then I would take the next best option(under 100 bucks), whatever that may be.

    I'm not an expert but a brief surf of catalogs would indicate you don't have a prayer.

    You can get an hdtv output pci card for less than $100 but it will have a fan. Whether or not you would have the "bottleneck" I don't know. The catalogs don't specify required pc performance nor card wattage. The manufacturers sites may have the info.

    To get a video input requires either an all-in card or separate tuner. For whatever reason graphics card makers don't consider a video input to be essential, bizarre imo. You won't get an hd tuner for less than the $100 and that's without the graphics card.

    BTW the Nero Info Tool has a tab showing HD readiness which includes PC and OS performance. Obviously your graphics need updating.

  6. I'm pretty sure there are no PCIe 1x cards out there that can do everything you want, fanless or not.

    Also, note that 720p clips you are playing now are 24 fps. Your CPU will not be fast enough to play 720p broadcast at 60 fps.
