When modifying a video stream changing the fps value the length option does not have any effect.
After the conversion of the video stream it should alter the time length of the video.
In the audio conversion that option works properly.
In version of clever FFmpeg 2.5.7 that option works properly in both audio and video conversion
in my opinion the is a bug there
