It isn't Windows 7 compatible anymore. To work on Win 7, you must replace the installed mkvmerge version with a Win 7 compatible version from this thread: https://forum.videohelp.com/threads/405407-NON-OFFICIAL-Windows-builds-of-MKVtoolnix?p=2776566&viewfull=1#post2776566
