This is an excellent commandline encoder for mp2 audio - very useful for CVD/(S)VCD/DVD etc..
It can be used as part of the audio engine in TMPGEnc.
A basic but functional GUI for tooLame is available here:

..and/or you can use BeSweet's main GUI for tooLame. |
