Do as the picture(below) shows:

First open your mpg-file under "File"

1. Under "Edit" choose "New edit list"

Use the "Mark in" and "Mark out" buttons to specify the part you want to cut out.

2. Hit "Insert Clip"3. Press "Generate output" to make your movie!
