GNU VCDImager is the only freeware suite for the production of S/VCD and can be argued as the most powerful. Although it was once necessarily to use the command console tools natively, there are now a number of very good GUIs including VCDEasy if you want an easy to use package, or if you like me prefer to author your VCDs mostly by hand, then VCDImager Tools GUI is available. IMHO, it is no longer necessary to learn how to use the command console apps themselves (in terms of switches).
