The purpose of ReClock Directshow Filter is to definitely get rid of jerky playback of video material(AVI, MKV, DVD, Blu-ray, etc) on a PC or a PC connected to a TV or Projector. Reclock can also fix the so called PAL Speedup. It's a DirectShow filter which is loaded in place of the default directsound audio renderer.

Used reclock for ages.
Before that had to mess with custom resolutions.
Since Windows 1903 though there have been issues with dropped frames >>not

In response to Vosya below concerning the System Clock please be advised ReClock calls the 'QueryPerformanceCounter' ioctl (System Call) to confirm the APIC tickrate/clockspeed which runs at 3579545 Hz and therefore equates to 3.57 Mhz. This is not a bug. There are several timers exposed by the Windows Native API such as RDTSC, HPET, APIC and the ACPI/PM timers. All of these timers operate at diffenent speeds which creates a real headache for programmers who need to use a timer as a reference point for calculations requiring high precision. If you're interested here is some more information on the APIC: https://wiki.osdev.org/APIC_timer

ReClock is the best software available for removing 3:2 pulldown judder and correcting PAL audio pitch issues. In short it detours the usual way that DirectShow calculates a reference clock for A/V sync and by extension removes the horrible judder from running 23.97 fps content on a 30/60 fps display. If you want silky smooth video playback with no audio distortion then setup ReClock with MPC-HC x86 under Options > External Filters > Add Filter, install and register madVR then setup the auto refresh rate switcher in either MPC-HC or madVR (they both support it) so that 23.97 fps switches to 24 Hz, 25 fps to 50 Hz and 30 fps to 60 Hz. Add the presentation parameters in madVR under the display configuration as 720p24, 1080p24, 1080p60 and so on. Make sure you enable the DirectX hack for 24/50 Hz content as well. If you follow this you will have perfect 1:1 playback with no dropped/repeated frames. You can even enable WASAPI Exclusive output for bit-perfect audio playback. SPDIF/Toslink is also supported. For anyone wondering about SVP - this is not the same as ReClock because SVP uses interpolation and V/HSync targeting similar to the FRC in your TV. Hope this helps! Thanks to the developers for this excellent software!
