It's exactly what I wanted. This tool provides an extremely quick way to extract the time-stamps of the chapters out of a DVD or VIDEO_TS folder. It lets you customize the format or use some pre-installed formats. For example, you can have the output in seconds, mm:ss, number of frames, etc. Very useful if you have a program that reads chapter files and you need them in a certain format (I used it for muxman and dvdauthorgui). It also allows you to extract the times for each cell instead of just the chapters (because sometimes they are not the same).
