Requriments:
A capture card(a card with video-in or tv-in). Very fast computer.
And WinVCR/CinePlayer.
First Launch WinVCR/CinePlayer.
1.Click
on left button and hit configure
2. Select
PAL(europe) or NTSC(usa) under Video Settings.

Select VideoCD under Capture(select ASF under encoder to capture
to ASF).
5. Try differents settings for improvment
6. Select where you want to save the mpg unde general.
7. Last
hit RECORD.
Then you can edit your captured
mpegr.
