How to stream live TV using Windows Media Encoder

This guide will explain the basic steps to stream live TV over the internet or your local network using Windows Media Encoder (wmv video).

Hardware required
Capture card with TV-in/Video-in

Tools Required
Windows Media Encoder 9 (freeware)

Guide
Start Windows Media Encoder and close the Wizard.
1. Under Tools->Options change to NTSC if you live in a NTSC country(USA, Canada, Japan) and PAL if you live in a PAL country(basicly the rest of the world)



Make a new session by click on New session or under File->New
1.Select Broadcast a live event


Configure Capture device options
1.Change to your default capture device.
2.Click on configure to change capture device default settings, this is different between capture devices. I usually use low resolutions for streaming over the net so 352/320x240(NTSC) or 384/352x288(PAL) should be enough.



Broadcast Method
1. Select Pull from the encoder



Broadcast Connection
1. Click on Find Free Port
2. Copy the URL (this is your IP and you must be online when you do this)



Encoding options
1. Under Video and audio you can select different video and audio quality templates, I usually use low quality like VHS templates.
2. Choose the bitrate, higher bitrate means better quality but it requires faster internet.



Archive
1. If you want to archive the capture specify a location
2. Hit Finish



Encoding and streaming
1. Start the Encoding



View stream
1. To view the stream just use the URL you copied above and paste it in Windows Media Player using File->Open URL. You can play it in some other Video Players also but it may require that you replace the http:// in the url with mms://, like mms://192.168.0.1:3044 .


Done.

How do you remotely change the channel? At least without using some clunky VNC to take over the streaming computer?

Got to be able to surf channels while I surf the web.

That is the question I have been trying to solve for a little while now.

I found the AIW Player has potential, but it is still rough around the edges.

The basic part of the guide is good, but it doesn't cover the port mapping you need to do with most home systems, which are behind a router with built in firewall. In my case, I have a D-Link 614+ router, with 5 PC's. You must go into the router's configuration and set a virtual service for the PC that you have WME running on, and map the broadcast port to the PC. I use both TCP and UDP.

Another issue is that most broadband providers block a lot of the outgoing ports, so you need to find open ports that you can map the broadcast to. In my case, I have Cox, which blocks most outgoing ports, except those above 8000. I setup WME to use one of those ports (e.g. 8085), configure the router to direct that port as a virtual service to the PC running WME, and I'm able to watch TV from anywhere on the Internet.

If you want channel changing, get SnapStream, which has its own web interfact that controls the tuner. You will still have to keep the port mapping considerations for WME in mind when configuring SnapStream, the same limitations apply.

Yes, I know about Snapstream, I should have clarified. Changing channels with freeware programs.

Not that I am cheap (well I am but) it is mostly that the reception I get from my tvtuner is not good enough to justify paying money for anything, but from a 'trying to get it to work for the fun of it' point of view I am interested.

This is great.... I manage a pubic web server that we post windows media files on for playback / download --- and now we can offer live streaming if need be.

Now when I had our IT dept configure this server for me I had them install Windows Media Server components... I would think it will enhance playback vs being problematic with the above settings.

This is great info.

Anyone know how to get the server to start streaming on startup? I don;t want to have to go into windows media encoder to start up each stream everytime the server is booted.
Maybe a batch file in the windows Startup folder? Does this encoder have command line options that could be called from a batch file? or is there another way?

Hmm. With WME, you create capture profiles, which you could put into your startup folder so that the capture session would start on boot - BUT - you have to click "start encoding" to get the encoder to go. I'm not aware of a command line option that will automatically start the encoder, but I'll bet it exists.

I tried it tonight, but before I start messing with command line options I have to try to get the basic encoding to work! I can select my source, set my parameters, and start encoding just fine. But as soon as a client tried to connect I get:
"The encoder was unable to keep up with the amount of supplied data"
in the WME error log and the encoding stops.
I have set my encoded output to the lowest possible type (Security Camera, which is still frames). So I am definitely not using a lot of bandwidth. I am wondering if the ATI tv tuner signal is just too much for my AMD XP1500+ to handle?

With regard to command-line options, look in WME Help for "command line", you'll see references to the Encoder Utilities. Windows Media Encoding Script can be used to do batch encoding and processing using command-line controls.

Newbe here, so bare with me, I'm trying to make this idea work so I can see my house for security reasons. I have followed everything I believe and it seems to be working fine. I check with pasting the URL in my media player(at home) and seems to be great, BUT I can't seem to get it to work outside the house on another computer, What am I missing here?
I have tried alot of port settings including the 8000 area as stated above. I have no idea how to figure out if my broadband is causing this not to work, how do you find out if that is the problem, them not letting out going to be abled?

Well, I got it to work on it's own computer but it won't send to any others. When I try to connect with a second one on the LAN it says WMP cannot find the specified file, file does not exist or the computer is off line. Any ideas?

I had to turn off the Windows XP built-in firewall to get the remote computer to connect. Now when I try to play the stream it says Connecting To Media, Buffering, then Downloading CODEC which fails, then Playing but it never plays anything. Downloaded a WMP update but it didn't help any. Downloaded a complete updated version of WMP. Finally the updated version works! Whew.

I had the same problem....viewing within my network was ok...but any other computer on the internet couldnīt connect.
What i did was get a No IP account (www.noip.com). You just type a web adress of your choice (for example, http://livetv.hopto.org) and download a small app so if you donīt have a fixed ip, this little app keeps your adress current with your actual ip. So everytime you wanna stream, execute the noip app, refresh the link between your web adress and your ip, and give away your url. (instead of http://222.222.222.222:8001, http://livetv.hopto.org).
The IP redirect i choose was "port 80 redirect". Dunno why but it works.
Another important thing is to configure win XP firewall. Set a streaming session with any given port ( i use 8001). Remember this port when configuring the stream in WME.

And now a question....another app to do live TV streaming??? WME is unstable and requires a lot of cpu power.

hey suntan....i didnīt try Videolan....iīm downloading it right now, but before i start using it, i would like you to tell me if it works ok...if the remote PC can change channels and also if the quality is good (resolution plus bitrate).

I also tried Beyond TV 3. My God what an awafull program.
I had to install Microsoft .net Framework to be able to install beyond TV, and now my system is slower and everytime the screensaver starts, you have to logon again after stopping it. Then came Beyond TV....yeiks!!! If a remote PC change channels, some times it takes allmost 40 seconds to do it..and sometimes the audio from the prior channel remains over the audio from the new channel selected....plus, it has serious sync problems. Annnnnd.....you canīt view the channels in good resolution (top is 150x150 or something like that)....

I haven't tried streaming with VLC as my backup PC would not be able to handle it anyway (500mhz k6-2 with mb video) but VLC works well for what I use it for. A compact PC DVD player that does not require installation.

It's deffinitely NOT bloatware, I can tell you that.

Hi guys, ive followed the guide to a tee, even though my windows media player doesnt show my URL for internet connections I used another computer on my network to find that.

Now problem is I can only play files in the network and have used noip.com with no luck

Ok this is gonna be hard since my WinXP is in spanish...i hope u understand....

You have to go to winXP firewall. I access it through network connections, right click on my internet connection and select properties. If you have a different type of connection, try to find out how to get to the winXP firewall.
Once you do, go to the advanced options tab. Check that the firewall is activated. then press the config button (bottom right). A new window popups....there, click on the "add" button, type a name, and then type the port number you specified in NO-IP. (i recommend 8000 or 8001). Hope it works.

What type of connection do you have? Do you use a router?

This is a great guide, however after following the guide I have the following problem.
I am ready to stream live tv and I press the start encoding button and the picture goes black. The program seems to be working because I can see the the rest of the program, the tabs general, statistics,...etc including the green bars showing the program is streaming, I also asked a friend to connect and he is able to connect but he can not see the picture , I can see the client (friend)connected.
Can you please tell me what can I do to solve this problem.
I have a P4 3.4Ghz Cpu
512 mb memory
the tv tuner is : ATI TV Wonder Elite.

Here's a registry hack that allows you to increase the # of connections to 50(max)

To increase the maximum number of direct connections
1. In Registry Editor, use the tree view to navigate to the following subkey: HKEY_CLASSES_ROOT\Software\Microsoft\Windows Media Tools\Encoder\MaxClientConnections.
2. Edit the subkey so that it reflects the maximum number of direct connections you want to allow. The maximum possible number is 50.

Hi people .. I am struck in a strange problem.

Although my tv tuner card software is able to show all the channels clearly,my windows encoder is able to show very few of them and that too sometimes without color. If any of you had any idea about how to solve such a situation, please do help me by posting here.

anyone try http://www.orb.com? this little program allows u to actually change the channels with medial player by pressing the forward/back buttons. U also have access to ur music and pictures. One cool feature is that u can schedule recording and view later. The only way to share video without having someone else log in to your account is to copy the stream link. By default it uses port 80. My ISP blocks it so I had to redirect it. This is an alternative to WME.

I used to have the same problem. My situation is I tried my LAN network (i.e. http://192.168.x.x:1234) okay but when I substituted the LAN IP with my WAN IP (i.e. http://68.178.x.x:1234), the streaming does not work.

I finally figured what went wrong. I did not know I cannot test my WAN IP when I am inside my LAN!! So I told my friends, who are outside my LAN, to try my WAN IP, they see the streaming!! I spent a day just to "debug" this situation. Hope this helps anyone having similar problem.

I am having problems with NTSC / PAL settings. It seems after adjusting the properties in Windows Media Encoder 9, the software defaults to NTSC_M (I am using a PAL camera in the U.K.).

I am using a composite video input (not S-Video).

Has anyone come across this problem?

You can use VLC for that, use the wizard mode to set up the stream.

Super tutorial !!! I like it very much but i have one problem. How to put this window of WMP into a website ?? Example: http://www.teleradiopadrepio.it/guardatelepadrepio.php
And why when i change source from cam to file (like .wmv or .mpg) the screen become dark and when i retourn to cam it is still dark (it is no black but colours are dark)

so what software can i use for my PVR 350 to stream then?

Capture to a mpg with the PVR and then while capturing open the mpg video in VLC and stream live. Maybe you can open the mpg in wme also...haven't tried it.

Here's the scoop...

I was just trying to broadcast from my sound card - no video. But, I was having the same problems as others here and this will probably work with video as well.

originally, it would broadcast across my home lan beautifully. But when I checked it from my office computer, it would seem to connect, it would get the stream info (Song name, Author, etc....)... but it wouldn't actually play the audio. bummer

I have my Windows Firewall disabled because I use the firewall that's in my wireless router.

On my wireless router's firewall, I setup a virtual server that would rout all traffic on port 8001 to the local IP address of my desktop computer (192.168.0.x). After adding this setting, I restarted my router just for good measure.

I went to myipaddress.com to find out my external IP address and wrote it down on a sheet of paper.

In Windows Media Encoder, I started the stream on port 8001 (I used the Windows Encoder Wizard - it was super easy).

I remote'ed into my work computer and started up Windows Media Player.

IMPORTANT: In Windows Media Player on the client computer, I pulled down the Tools menu, selected Options, and clicked on the Network tab. I had check marks next to Multicast, UDP, TCP, and HTTP... but I unchecked the "Use Ports" feature. Then, below, in the Streaming Proxy Settings, I clicked on HTTP (which was set to "Web") and clicked the Configure button. I selected "Do not use a proxy server" and okay. Then Okay to close the options.

Still in Windows Media Player, I pulled down the File menu, selected Open Url. then I entered:
http://12.123.12.123:8001 <- replace the 12.123.12.123 with the external IP address that you got from myipaddress.com (see above)

after I did this, back at the streaming server computer at my house, my Norton Antivirus security system popped up alerting me that someone was trying to connect. I allowed it.

It worked. schweet. I rock.

Can u tell me how to set up virtual server on wireless router.

Are you behind a router? then read the post above here. You must configure it correct and use correct IP.

Could someone possibly list which cards work faultless when capturing from an external source please. As my PVR-350 doesnt seem to work i'll need to look for a new card/solution.

having trouble with wme9 ive set it up and configure the tv card with the correct channel the live feed is on but its just showing the input screen as green

ive used a tv viewer and the feed is defently on the channel ive set and dont know why it showing green ive followed the guide, anyone help

I had a problem with green output, too. I traced my problem back to the other media players I installed on the machine. Realplayer and Quicktime (especially) can really mess up your codecs.

It's really easy to get the latest WME codecs - just re-download and install your version of Windows Media Player; the latest build will have the latest codecs. I prefer 10, as 11 is somewhat sluggish. Also, go into Windows Media Player and make sure it is set to handle every filetype it has listed.

Windows Media Encoder takes its queues from Windows Media Player, and if QT or RP tamper with the WMV codec, it will hurl and show only a green screen.

As far as HybridUK's question, I run ATI TV Wonder PCI cards in my work setup (24/7 uptime University setting). The ATIs work flawlessly with Windows Media Encoder (and Media Server) to re-broadcast within our university network. I have also tried (unsuccessfully) to get a PVR-250 to play nicely with WME, but no dice.

I have a problem that I have been trying to work out..

ATI All in Wonder PCI/TV Tuner
Windows XP Pro w/ SP2

I can stream files just fine, but through my ATI All in Wonder PCI- Tv Tuner the input is green and purple. The output looks like this:


any ideas how i can fix this?
No other players - this was a fresh install- media player 10 install

Ok, someone is gonna say I'm an idiot for asking this question, but I'm looking for a way to stream my LiveTV to a wmv file that doesn't take up my entire harddrive. Yes I have plenty of room, but I have to connect to the machine occasionally and stop the capture to wmv and delete the wmv. Unfortunately other scenarios don't work for me...

can't use the push method with windows media encoder because i don't have windows server

can't stream to an IP because the unit (Archos WiFi704) won't allow me to open windows media player and open a URL

isn't there a way that you can either tell it to wipe out the wmv when it hits a certain size and start over? or something similar?

Any creative thoughts? I'll take anything! Thanks!

This article will explain how to have Windows Media Encoder automatically reconnect (always stay encoding), and also explain how to have Windows Media Encoder automatically start encoding at boot up, for example in case of a power outage.

1. Save your Windows Media Encoder configuration as C:\encoderconfig.wme



2. Download this http://www.fast-serv.com/util/WME.zipand unzip the two files (reconnect.vbs and startencoding.bat) onto your C:\

3. Test the files:

Make sure Windows Media Encoder isn't currently running, and test the startencoding.bat file by double clicking it. You should see Windows Media Encoder start up, and a few seconds later start encoding.

Click "Stop Encoding" in your encoder and wait 10 seconds. You should see your encoder automatically start encoding again.

If the encoder never started encoding and didn't display an error, make sure reconnect.vbs is located on your C:\. You may also try double clicking it manually to test if it works (while the encoder is open).

4. If the test passed, place a shortcut to startencoding.bat in your Startup directory by dragging it to Start -> Programs -> Startup



5. Make sure your computer is set to automatically logon.

Reboot the computer and make sure Windows Media Player starts and begins encoding. You may also want to check your computer's BIOS to make sure the power state will always be "ON" or "LAST" after a power outage. If it is set to "OFF", the most common default, your computer will not reboot in the case of a power outage.

Now you don't have to worry about power outages or network anomalies, knowing that your encoding machine will always be encoding. Enjoy your newly found freedom!

Hi all

Thanks for this guide. It has been great fun setting up, but I seem to have a problem at the end. When I open up Windows Media Player to recieve the stream, the video stream works fine. The audio either keeps repeating what I say (like in a loop), or cuts out completely. I have tinkered a little bit with the audio settings without success, but I don't really know what I am doing. Has anyone had a similar problem, or any ideas on the areas I should be looking?
The audio device is called RealtekAC97; when the audio cuts out completely, the mixer indicator on the encoder panel fills up with green, yellow and red, as though the input level is too high (I have tried cutting the input level right down)

Here is my situation:

I've successfully broadcast program from my TV tuner thanks for the steps posted in this website.
Problems:

1. No sound
2. While broadcasting live using the URL given by Windows Media Encoder (http://127.0.0.1:50880/), I tried playing it to my apple computer connected to the internet using Windows Media Player for Mac Windows an error says "host unreachable". And if I use other computer connected to internet using Windows XP an error says "Media Player cannot play the file because a network error occurred. The server might not be available. Verify that you are connected to the network and that your proxy settings are correct." If I use my windows media player on the same computer that the Windows Media encoder is running it is streaming well. and in any computer if I use sopcast copy paste the give URL by the WME it is working well.

Why cant I change the URL given in the Windows Media Encoder? How can I obtain a URL & Port to enter into the WME manually?

The virtual server (aka port forwarding) is controlled on my Firewall (which is built into my wireless router). You do not indicate where your firewall is located (in your DSL modem? In your wireless router? Windows Firewall?)

I have my Windows firewall completely disabled, I have no firewall in my cablemodem, and I use the firewall in my Wireless router. I use a web browser to browse into the router's firewall setup. I add a configuration to forward all traffic that occurs through a specific port to the local IP address of my streaming computer.

If you have enabled a firewall in either the DSL modem or Windows Firewall, I can't help you.

Hi,

Pleas help. I cannot make WME to connect successfully to my Hauppauge WinTV PVR PCI II. This is the input/output screen I get. It seems theres a picture underneath all those horizontal lines, because there's movement, and every once in a while I recognize features. I tried using all the different video decodres, and different bitrates, picture changes colors slightly, but horizontal lines are still there. Anyone else with words of wisdom for this problem?

hi there i was trying to broadcast channel on wme 9 but as i google i found that wme9 is not fully compatible with most tv tunners so i started using wme7 and it work fi9 , then i got one more issue that only lan people can see my broadcast only i was unable to broadcast on wan so some one told me to broadcast on wan dont use http://203.x.x.x:1111 use mms://203.x.x.x:1111 and when i have done this wan people now also see my broadcasting.

OK here is my issue now .
i have one pc which is connected to 3 mb net and wme7 with decoder9 is installed on it only problem is i just want 20 users to connected on my broadcasting server and they can see my broadcast on 150 kbps without any buffering so any one tell me please can 3mb net support 20 or more users , please answer me in detail.

My Sound Card is On Board ( C - Media )

I've successfully broadcast program from my TV tuner, client can see the TV show but no sound.

Can anybody help me fix this problem

And Is there some HArdware that compatible with WME9?

well nathan i think here no one is going to help u my friend coz i have posted my problem and still i m wating for asnwer but any ways i also have c- media sound card and i musing wme7 becoz its compatible with all tv tuners and sound card try to use wme7 and when u r runing wizerd chooes ur sound card and if ur tv tuner is using linein of ur soundcard then go to ur sound and click line in and then start broadcasting

I followed the directions and after a spot of finger trouble can stream video from my server to other systems on my networkbut there is no sound. I'm using an Askey TViewer capture card with BT878 chip. My audio options are:

(default audio device)
ESS AudioDrive
Multichanel WAV device

none of the options produces sound. Seems this is a common problem.

Solved the problem this evening. I use a Connexant/BrookTree based TV capture card. The card has two related drivers, one for video and one for audio. The BT video capture driver appears as an option when configuring Windows Media Encoder. The BT audio driver does not appear but I can choose the ES mixer (Compaq M/B with "ES" audio hardware). If I use the TV tuner standalone, everything works fine, if I start WME then it starts the video driver and captures the picture and also grabs the output from the audio mixer. Alas and alack, there is nothing to start the BT audio capture driver so the mixer gets no input.

I started WME with the TV capture application running, WME grabs the video and the audio (from the ES mixer) and broadcasts, I can see video and hear audio on client systems.

Sadly, the system creaks a bit playing video in one window and encoding in another. If I can find a way to start the BT audio driver at the same time as the BT video driver.......

i did everything as it said on the setup guide pic for live broadcast..
when i click on start encoding at the end i get this error: Invalid or corrupt data was encountered. (0xC00D002F)
please help me figure out why is that..i have never stream online before i reallly try and learn. so please help..

also i don't hear any audio..

Things appear OK.........but if I want to stream more than one channel, say for example C-span and PBS and visitors to my site will have an option to choose from 2 channels..........how do I do that. Also, If I have satellite television and would like to stream more than one channel.......how would I do that............

I need help on broadcasting using the Windows Media encoder, i tried using direct ip , it worked b4 but once the router is restarted from power failure it will block me on broadcasting it. instead of direct ip, my encoder shows http:// mypcname:8080 instead of htttp://12.34.56.78:8080. Im not familiar using the no-ip to redirect the service, can anyone please teach me. cheers :shock:
