Captured MPEG2 file from PowerVCR, can it be burned directly

Hi all. I was wondering if I capture a tv show with Powervcr II directly as an MPEG2 in either 352x480 or 480x480 NSTC resolution, do I need to encode it with TMPG into CVD or SVCD format and then burn it or can I burn it directly with VCDEasy?
Does the bitrate that I captured at matter since MPEG2 isn't fixed like the 1150 of a VCD Mpeg1
