This is a realtime mpg 1 capture card that will make compliant vcd files or you can specify the bit rate. The Plus version of the card correctly makes files that do not suffer from the voice/video sync problems found in other capture methods. Input from composite video or svhs. I tested the PAL version in Australia. It didnt like an NTSC tape played in a PAL VHS player as the output is not a true PAL signal. The PCI card was easy to install. The software supplied is simple to use and provides a small utility to add a watermark. I used Tmpgenc to edit the VCD to the correct size before burning with Nero. A great value for money. I was looking for some very easy to use reasonable quality real time MPEG1 encoder. This has all the features desired. Great MPEG1 capture card. Easy installation... I installed it myself. No problems on my P3 500Mhz w 128MB RAM. If MPEG1 with VCD resolution of 352 x 240 is desired, this is a great card. This is the same card as the True Blue (Action) card, or commonly named PV231 and PV233 (with a tuner). The Card works easily under Windows 98 SE with DirectX version 8. Software is not bad. Hardware has audio, S video and 2 other composite video input. The faster the pc/hard disk the better. I tested it on a Celeron 466 356 PC100 RAM and it worked fine. MPEG 2 card due for release Oct 2001. See also www.provideo.com.tw for similar products.
